Update: 400 Error Response Message for rotateApplicationClientSecret

The Application Management API v2023-11-30 rotateApplicationClientSecret operation now returns the correct 400 error response message when an application is not enrolled for rotation notification.
The previous message:
We encountered an internal error. Please try again.
The new message:
Application is not enrolled for rotation notification. Please update application notification preference in Developer console.

This change applies to all marketplaces.
Who is affected?
Developers with applications that use rotateApplicationClientSecret are affected by this change.
What action is required?
If you have an application that is affected by this change, you must update your application to process the new error message.
